Reporter: This year's government report put forward “to actively develop e-commerce”. This has led many e-commerce companies to see the hope of the future and full of confidence. So what policies have the country introduced to promote the development of e-commerce?

Secretary-General: China's e-commerce started relatively early and the country has always attached great importance to it. However, there are currently two departments that have really introduced policies and laws to protect the development of e-commerce. One is the “Provisions of Shanghai Municipality on Promoting the Development of Electronic Commerce” promulgated in March 2009, and the other is “Opinions on Accelerating the Development of Electronic Commerce in the Field of Logistics” promulgated in December of the same year.

Reporter: From the establishment of the Shanghai E-Commerce Industry Association in 2002 to the formulation of the “Promotion Regulations of Shanghai Municipality on the Promotion of E-Commerce Development” formulated by the Municipal People’s Congress in 2009 and participated in by the Association, what kind of market background did this period span?

Secretary-General: From 02 to 2009, from the initial 25 billion to the current 330 billion, this is a process of rapid development. There are two reasons for this: First, the rapid development of the national economy, the more detailed division of labor in the market, the vertical depth of the industry is stronger; the other is that the international financial crisis in 2008 prompted the transformation of the economic model. Both large and small businesses have been affected to varying degrees. Large companies try to convert from single physical store operations to online transactions and entity operations through e-commerce. In order to reduce costs, small and medium-sized enterprises will purchase online and focus their customers on a large scale. Network, to carry out network sales; at the same time reduce travel costs, personnel costs, to achieve a "crisis" as a "machine" role. In this sense, e-commerce is a buffer for transformation.
