As for the main responsibility of the elevators, legally speaking, all the owners of residential buildings are the “owners” of the elevators and should be responsible for the safety of the elevators. However, if the owner authorizes or commissions the property company or other unit to manage the elevator, the safety responsibility is transferred and the authorized or commissioned unit must assume the first responsibility for the use of the elevator. The person in charge of the Special Bureau of the General Administration of Quality Supervision, Inspection and Quarantine stated that at present, the industrial and commercial departments and quality supervision departments in Guangdong Province have issued a formatted contract for the owner to entrust elevator management, which clearly defines the responsibilities of the principal. Local experience has been a fruitful practice for AQSIQ to clarify the responsibility for elevator safety.

In view of the fact that some property companies currently choose maintenance units at a low price, leading the maintenance industry to lower prices and vicious competition, resulting in the inability of maintenance work to be effectively put in place, the person in charge stated that China is promoting elevator manufacturing companies or their authorization in accordance with international practices. The units are responsible for elevator maintenance, and gradually establish a mechanism for the elevator manufacturing enterprises to take responsibility for the quality and safety of the elevators throughout their lives.
