I. Progress has been made in the national implementation of safety production control assessment indicators

Since the beginning of this year, all regions and departments have conscientiously implemented the spirit of the National Conference on Safe Production Work. In accordance with the deployment of the State Council’s Safe Production Committee, they have been earnestly implementing the implementation of safety production control indicators. With the great attention of all levels of government, through the joint efforts of the offices of safety production committees at various levels, safety supervision agencies, coal mine safety supervision agencies and relevant departments, the national safety production control targets have been implemented well and all work has made positive progress.

According to statistics, in the first half of the year, the number of deaths in various types of accidents in the country accounted for 42.5% of the annual control assessment indicators, and were controlled within the schedule targets. Among them, the death toll of industrial and mining business enterprises accounted for 39.7% of the annual control assessment indicators. Coal mines accounted for 37.7% of industrial and mining business enterprises; fire accidents accounted for 35.6%; road traffic accounted for 43.8%; railway traffic accounted for 41.1%, both controlled within the schedule.

Among the 32 statistical units (provinces, districts, cities, and the Xinjiang Construction Corps) in the country, 31 units (96.9%) were involved in the deaths of all types of accidents within the progress target. Among them, the death toll of industrial and mining business enterprises was controlled within the progress target of 30 units, accounting for 93.8%. There are 28 units (96.6%) in coal mine deaths within the schedule of industrial and mining business enterprises.

Summarize the implementation of the National Safety Production Control Index in the first half of the year and have the following characteristics:

They all convened meetings, signed a responsibility statement, and established a reward system for evaluation. Promote the implementation of control assessment indicators.

(II) Strengthen the "two main bodies" and "two responsibility systems" and clearly define the responsibility for control. All provinces and districts safety committees have clearly stated in their notifications that safety production control indicators are issued that governments at all levels are responsible for the control of safety production indicators and that the government’s main leaders are the first responsible persons. For example, the Fujian Provincial Government began implementing the responsibility system for production safety targets in 1989. After more than a decade of active exploration, the government’s responsibility system for safety work has been established, “transcending to the side, vertical to the end, combination of blocks, and joint management”. Shanghai, Jiangsu, Liaoning, Heilongjiang, Fujian, Qinghai, Ningxia and other provinces (autonomous regions and municipalities) implement the “one-vote veto” for the safety production control assessment index, and all unqualified cities, districts, and counties and relevant departments cannot evaluate and evaluate. (d) Implementing the "Zero Index" control concept and enhancing safety awareness. In order to further increase the control of indicators and enhance awareness of prevention, some provinces and regions have implemented “zero-index” controls on areas, industries, and enterprises that have not suffered casualties in recent years. (5) Integrate the actual situation and further improve the control assessment index system. In order to implement the safety production control indicators, all provinces and districts, in the process of dismantling and implementing the tasks assigned by the state, combined with the actual conditions of localities, further improved the content of the qualitative indicators assessment through the combination of quantitative and qualitative assessments. The indicator system gradually tends to improve. (6) Strengthen supervision and inspection to ensure that the control assessment indicators are put in place. In the first half of the year, with the joint efforts of various regions, departments, and units, national production safety indicators have achieved phased results. From January to July, there were 378,938 accidents and 61,103 deaths in the country, down by 9.9% and 11.1% respectively year-on-year. Incidents of accidents and deaths in industrial and mining business enterprises dropped by 16.1% and 15.5% respectively; coal mines decreased by 12.7% and 23.5% respectively.

However, the problems in some key industries such as coal mines are still very serious, and the national security production situation is still severe. Especially in the past two or three months, the extraordinarily serious accidents have risen sharply. The total number of coal mine accidents has continued to increase. In most industries, there has been a rebound in accidents and a month-on-year increase. Take the coal mine as an example: In May, the number of accidents and deaths increased by 27.8% and 11% respectively year-on-year, which was a year-on-year increase of 13.9% and 12.4% respectively in June, and the number of accidents in July increased slightly, but the death toll still increased by 15.7. %. The reason for the recent rebound in the accident was that the problem of illegal and illegal production has still not been resolved or even repeated. From the perspective of the implementation of safety production control assessment indicators, there are still some problems that cannot be ignored:

First, individual regions and individual comrades lack a correct understanding of safety production control targets. Some comrades still think that the release of control indicators is unscientific and unreasonable. Some comrades believe that it is unrealistic to maintain a gradual decline in casualties at this stage. These understandings are very harmful to the implementation of the indicators.

The second is the unbalanced progress in the implementation of the decomposition of control assessment indicators. Some regions failed to break down the implementation of indicators as required, and some regions did not implement the breakdown. Some provinces only divided the death toll from various types of accidents into sectors and did not break down into municipal and county governments; some provinces and districts did not break down into large and medium-sized enterprises; some of the two relative indicators were not included in the national economic and social development index system in the region. In some areas, four relative indicators were not included in the statistics and indicators system for national economic and social development in the region.

Thirdly, some control assessment indicators in some areas are not controlled within the schedule targets, reflecting that some guarantee measures to control assessment indicators have not yet been put in place, and implementation efforts have yet to be further strengthened, particularly at the county and township levels. To be improved. These problems have, to a certain extent, affected the implementation of safety production indicators.

Therefore, all regions and departments must fully understand the importance of implementing safety production control indicators, actively take measures, increase efforts, and promote the full implementation of this work. The importance of the implementation of safety production control indicators should be focused on the following four aspects:

First, the implementation of safety production control indicators is of great significance to establish a scientific concept of development and the concept of safe development. Second, the implementation of safety production control indicators is conducive to implementing safety production responsibilities and establishing a long-term safety production mechanism. In recent years, although the state of production safety in the country has been generally stable and tends to improve, the total number of accidents has remained high, and serious accidents have occurred from time to time. The safety production situation remains grim. There are many reasons for the severe situation. Although there are still some deep-seated problems and contradictions in China's current production safety work, the fundamental reason is that the government's responsibility for safety production supervision and the responsibility of corporate security entities have not been fully implemented. Only by earnestly implementing the responsibility system for production safety at all levels and the main responsibility of the enterprise, the government intensifies supervision, and the company adopts intensified measures to truly reduce the total number of accidents, curb the occurrence of major accidents, and achieve a stable improvement of the national safety production situation. . The establishment of a safety production control index system and the quantitative assessment of safety production targets can further strengthen the safety production responsibilities of local governments and enterprises, mobilize the enthusiasm of cadres at all levels to grasp the enthusiasm for safety production, and continuously strengthen and improve safety supervision and control, and ensure safe production. Third, implementing safety production control indicators is an important measure to comply with laws and strengthen safety production. At present, China is in the process of industrialization. There are many factors that affect safety production in the process of industrialization, but these factors can be controlled and resolved through hard work. According to the scientific findings of the laws and characteristics, the law of the accident-prone period cannot be changed, but the cycle can be shortened.In recent years, the total number of accidents across the country has been declining year by year, and Guangdong, Shandong, Jiangsu, Zhejiang and other per capita GDPs are approaching. The total amount of various types of casualties in the economic provinces that exceed 3,000 US dollars has been declining year by year, which fully proves that at this stage, as long as we give full play to institutional advantages and political advantages, our thinking is right, we do a real job, and do a good job firmly in production safety control. The implementation of the assessment indicators will be able to curb the occurrence of serious accidents, reduce the total number of casualties, and shorten the safety cycle that western countries generally experience.

Fourth, the implementation of safety production control indicators is the basic requirement for establishing a safety production supervision, evaluation, and restriction mechanism. Safety supervision and inspection of law enforcement personnel in the inspection of the law, the safety production control indicators as an important part of the inspection, through the completion of indicators to check the situation, there is a way to supervise the enterprises and the government to strengthen work to ensure that the assessment indicators in the control of the schedule. (D) Further improve the safety production control assessment index system. In the past three years, with the joint efforts of various regions and departments, the National Safety Production Control Assessment Index System has basically been established and improved, but it is not yet perfect. All regions and departments should work together to find ways to pay attention and strive to make the national safety production control assessment indicators more scientific and more reasonable. At this meeting, the Department of Dispatching and Statistics of the General Administration of Administration proposed the Preliminary Plan for the National Safety Production Control Assessment Index System in 2007 (discussion draft), hoping that the comrades would seriously discuss and put forward opinions and suggestions. (5) Integrate safety production indicators into the statistical index system of regional economic and social development. The incorporation of safety production indicators into the national economic and social development and statistical indicator system is an important measure to implement the scientific concept of development, establish the concept of safe development, and promote the synchronization and coordinated development of safe production work with the national economy and society. The two relative indicators were not included in the regional national economic and social development index system, and were included in the “Eleventh Five-Year Plan”.
