According to Yi Yuechun, deputy chief engineer of the Hydropower and Water Conservancy Planning and Design Institute, since its inception in 2007, China has built a total of 142,500 kilowatts of offshore wind power capacity, which is initially capable of offshore wind power design, construction and equipment manufacturing. It is estimated that the installed capacity of offshore wind power in China will reach 5 million kilowatts by 2015 and 30 million kilowatts by 2020.

Yi Yuechun believes that planning and development of offshore wind power, we must first pay attention to the relevant airspace factors, including typhoon, salt spray, ice and air channel, radar impact scope; Second, look at the water surface conditions, including sea ice, waves (storm surge) , tidal levels and channel conditions; under water, ocean currents, tidal currents, sea bottom erosion and erosion, marine life, salinity, submarine topography and geology, and pipeline distribution should be examined. In addition, the establishment of offshore wind power should also take into consideration such issues as marine functional zoning, sensitive sea areas such as harbors, wharfs, anchorages, navigation channels, and nature reserves, cofferdams on beaches, and breeding, military use of seas, and other special-purpose seas.

Experts at the meeting believe that offshore wind power represents the highest level of wind power technology today. It requires equipment that is highly reliable, easy to install, and easy to maintain. Although the market is large in size, the risks are extremely high. Therefore, it is necessary to formulate sound industry norms and development plans in advance.

According to the preliminary results of the detailed investigation of wind energy resources of the China Meteorological Administration, the installed capacity of wind power in China's seas with a depth of 5-25 meters and a height of 50 meters is about 200 million kilowatts; the installed capacity of wind power of 5-50 meters and a height of 70 meters is about 500 million kilowatts.

According to reports, in the next five years, China's offshore wind power industry will focus on developing and building bases in Jiangsu and Shandong, and promote offshore wind power construction in Hebei, Shanghai, Zhejiang, Fujian, Guangdong, Guangxi, and Hainan.
