The data show that from 2000 to 2013, China’s natural gas consumption increased from 24.5 billion cubic meters to 168 billion cubic meters, with an average annual growth rate of 16%, far exceeding the natural gas supply growth rate during the same period, and natural gas supply and demand are in a tight balance for a long time. However, since last year, affected by factors such as the slowdown in the growth of the macroeconomy and the weakening of competitive advantages due to rising natural gas prices, the natural gas supply and demand situation in China has shifted from being tight in the long-term to relatively loose. According to statistics from the China National Petroleum Institute of Economics and Technology, China's natural gas consumption growth rate was only 8.9% last year, the lowest in the past decade.

For a long time, due to the overall tight supply and demand situation of natural gas in China, the focus of the government and enterprises has always been to try to increase the supply of natural gas, especially in the peak season of winter gas, to fully cope with the tight supply situation to ensure the smooth and safe gas supply. It can be said that Chinese government and enterprises basically have no experience in dealing with excess natural gas.

According to the “12th Five-Year Plan for the Development of Natural Gas,” China’s natural gas consumption this year is 230 billion cubic meters. However, in fact, even if this year's natural gas consumption growth rate reaches 9%, there will still be more than 100 million cubic meters of surplus natural gas sold every day. Even if the oil companies cut back on production, continuous, large-scale, and severe excesses may still occur, and they will perform even more severely in the summer.

It is necessary to seriously carry out analysis of natural gas supply and demand balance and resource flow, accurately grasp the pulse of the market, study and formulate plans in advance, and effectively respond to market changes. On the supply side, we should grasp the pace of development, control the progress of the project, improve the low price of natural gas long-term agreements in the short term and respond to negotiations, improve long-term and short-term agreement arrangements for gas supply in the long term, and short-term resource gaps should be adjusted from the spot as far as possible. On the demand side, we will intensify market development and maintenance, use the favorable opportunity for air pollution control, improve natural gas prices and utilization policies, create a favorable policy environment, and continue to vigorously promote the development of industrial coal conversion gas and transportation gas.

It is necessary to promote the establishment of the mechanism of “peak-shaping peaks and wrong valleys” throughout the industrial chain. By using economic means, supplemented by legal and administrative means, we will establish a differential gas price policy, and implement the institutional mechanisms for seasonal differentials of natural gas prices, gas prices that can be interrupted, price differentials between peaks and valleys, and gas price differentials for residents. While intensifying the efforts to stimulate the construction of gas storage infrastructure, the Bank also focused on encouraging the formation of a large number of voluntary interruptible and convertible users to form peak-shaving capabilities that are compatible with the status and development stages of China's industrial chain. Establish a system of urban gas companies to establish appropriate peaking and emergency reserve facilities in proportion to the volume of gas used, paying particular attention to hourly peak load adjustment, daily peak load adjustment, and short-term emergency reserve of urban air LNG plants and their storage facilities. effect. Formulate timetables, urge natural gas producers and importers to establish gas storage infrastructure according to the ratio of gas supply, establish and perfect legal systems, and legally ensure the construction of gas storage infrastructure.
