The formation of innovative leadership capabilities, key areas to achieve international leadership; by the middle of this century, industrial Internet innovation development capabilities, technology industry systems and integration applications have reached the international advanced level, comprehensive strength into the forefront of the world.

According to the "Opinions", the performance of the industrial Internet can not meet the needs of industrial intelligent development in the future. Therefore, the construction of network infrastructure will be promoted as a key project. The main measures include four key points: First, the internal network transformation and upgrading of industrial enterprises . Because the development level of China's industrial enterprises is quite different, many enterprises, especially small and medium-sized enterprises, have a very weak digital and networked foundation. Therefore, it is necessary to implement the transformation of industrial enterprises' internal networks to promote the ITization, flattening and flexibility of industrial enterprises' internal networks. Thereby opening up information islands and data chimneys, for a wider range of interconnection and interoperability, laying a good foundation for the in-depth development of advanced manufacturing; second, speeding up the construction of industrial enterprises' external networks. Focus on accelerating the construction and transformation of broadband network infrastructure, expanding the coverage of the network, optimizing and upgrading the national backbone network, and providing guarantee for the ubiquitous interconnection and smooth data circulation of all links in the industry chain. At the same time, it is necessary to further promote the speed reduction of special lines connecting small and medium-sized enterprises, reduce the cost of information services for small and medium-sized enterprises, and support the development of large and medium-sized enterprises. The third is to promote the construction of the identification and analysis system. The identification resolution system gives each machine and product "identity card" to the Industrial Internet. In this project, we must promote the accurate connection between the supply chain system and the enterprise production system and the complete interconnection of people, machines and materials, so as to realize the management of product life cycle across enterprises, regions and industries, and promote the integration and sharing of information resources. The fourth is to promote the full deployment of IPv6 in the industrial sector. China's IPv6 development started relatively early, but compared with developed countries, the current penetration rate is still not high.
